In an effort to efficiently serve as many children as possible and to support welfare reform efforts, a variety of child care assistance programs provided by the Cabinet were combined into one program on October 1, 1997.

 

To administer child care assistance statewide, the Cabinet has contracted with five regional CCAP agencies. Audubon Area is the service agent for thirty-four western and central Kentucky counties (map below). Responsibilities include: determining eligibility, matching clients to available child care resources, helping families find quality child care, processing assistance payments, and addressing unmet child care needs.

 

PROGRAM HIGHLIGHTS

· To be eligible, child care must be needed for parent(s) to work or participate in K-TAP; to protect a child from abuse, neglect or removal from the home; for a teen parent to attend high school or be enrolled in a GED program; or for education or vocational training.

· Eligible children must be under the age of 13; or under the age of 19 if physically or mentally incapable of caring for themselves; or under the age of 19 and under court supervision.

· A Family Support worker can authorize/refer a family for assistance who is receiving K-TAP, is transitioning off K-TAP, or other programs they determine the family is eligible for.

· A Protection and Permanency worker can refer a family to a CCAP counselor for assistance to prevent abuse, neglect or possible removal from the home.

· Comprehensive Family Services Coordinator can refer a family in need of child care as part of a family's treatment plan.

· Except for Food Stamps, Medicaid, and one-time only payments, all earned and unearned income of adult household members is counted.

· Families who are discontinued from K-TAP due to employment are eligible for child care assistance for 12 months from the date they leave K-TAP, as long as their income does not exceed 165% of the federal poverty level.

· Care can be provided by a relative, licensed center, certified family care or a private enrolled provider. Persons living in the same household as the family cannot be paid for providing care.
